[stella] weirdness with Darkmage 4k and Stella debugger

I seem to have found a wierd problem using Stella's debugger, while stepping through the 4k version of darkmage.
At location F01F, the code does a STA RESP0 at color clock 72, which is pixel position 4
But in the debugger, the "TIA tab" says that P0's position is $12, which is 18 in decimal.
What's going on here? Even if you accomodate for instruction execution time, shouldn't
the debugger be saying that P0's position is $0E at the very most? (13 in decimal)
where is it getting $12 from?
