I don't think you can. This is why Arcade Pong on the FB2 uses the trigger
to determine if the play is using paddles or not. Even that technique is a
little flawed. If the player has joysticks plugged in and accidentally
pushes the joystick to the left, it will register as a fire button pressed
on the paddle.
It would have been nice to determine this. I know the NES can determine
which type of controller is plugged into the unit. It can also tell when the
controller is not plugged in too. This could make for a nice pause feature
where the action would pause if the controller was unplugged. You know, in
case some one trips over it and it comes out of the unit.
